For simple jobs, no. For complex jobs, yes ($75-150). A quick "how much to add an outlet?" phone estimate should be free. But driving 30 minutes, inspecting a property, and writing a detailed scope of work is 2 hours of skilled labor. Charge a diagnostic fee that gets credited if they hire you.
